Brazil's import tax in 2026
Brazil has some of the most complex import rules in the world, and 2026 brought two big changes. For years, international purchases were taxed heavily; in August 2024, the "taxa das blusinhas" added a 20% federal tax on purchases up to US$50 through registered platforms. Then a provisional measure effective 13 May 2026 cut that 20% to zero, and in September 2026 Congress approved making the zero rate permanent and cutting the rate for purchases between US$50 and US$3,000 from 60% to 30%.

Remessa Conforme and agent parcels
Remessa Conforme is Brazil's compliance programme for international e-commerce platforms such as big marketplaces. Registered platforms collect taxes at checkout and their parcels clear customs faster. Shopping agents are a different case: they buy from Chinese sellers and ship to you, and they aren't always registered platforms. Their parcels may be taxed under the standard regime rather than the Remessa Conforme rates.
- Ask your agent how its Brazil lines declare value and pay tax.
- Look for lines that collect Brazilian tax upfront, if offered, to avoid surprises.
- Keep proof of value, your order history and payment receipts, in case customs asks.

ICMS is a state tax and applies on top of federal tax. Rates on imports are commonly about 17% to 20% depending on the state, with São Paulo commonly cited at about 18%, and several states raised their rate to 20% in 2025. ICMS is calculated in a way that compounds with the federal tax, so the effective total can be higher than the two percentages suggest.

Delivery and Correios
Most international parcels to Brazil pass through Correios, the national post, which handles customs processing and may require you to pay taxes online before delivery. Track your parcel and watch for payment notices; unpaid parcels can be returned.
